
The first licensed online casino has started operating in Slovenia

The first legal online casino with a domestic concessionaire, operating in accordance with Slovenian law, has started operating in Slovenia. Casinò Portorož has launched an online casino offering via the Casino.si platform, making Slovenia the first country with an officially regulated online casino.
Despite this being an important regulatory and market breakthrough, the event went almost unnoticed in the wider media landscape.
The first legal online casino in Slovenia
Until now, Slovenian online casino users have mainly played with foreign providers operating under licenses from other countries. With the launch of Casino.si, this has changed for the first time: the online casino has its headquarters, operator and concession directly in Slovenia.
This means that online gambling is formally included in the Slovenian legal and regulatory framework for the first time, which brings greater transparency, control and responsibility – both to players and to the state.
Casinò Portorož in partnership with international technology and game providers
Casinò Portorož does not act as a developer of its own technology or games when establishing the online casino, but rather as an operator and concession holder, cooperating with international providers of gaming content and technological solutions.
Such a partnership model is standard in the industry: the domestic concessionaire ensures compliance with legislation and regulatory requirements, while external partners provide certified games, software and technical infrastructure. This enables a relatively quick and regulatory-compliant entry into the market without developing complex iGaming systems in-house.
Casinò Portorož established the online casino in partnership with the international gaming content provider Wazdan, which is thus entering the Slovenian regulated online gambling market for the first time. The partnership followed the granting of a state concession for online gambling, and Casino.si became the only licensed online casino in the country.
At launch, Slovenian players have access to an initial selection of 15 Wazdan slot games, with the collaboration also signaling a wider opening of the Slovenian market to regulated international iGaming providers.
The partnership with Wazdan also has a broader meaning for the market. It is a provider that builds its growth exclusively on cooperation with locally licensed operators, and entering Slovenia means a new regulated jurisdiction for it. Casino.si is thus positioning itself as a central platform for the legal entry of international iGaming content into the Slovenian market.
Why now?
The question of why the first legal online casino in Slovenia is only appearing now is mainly related to the country’s long-standing reluctance to digitize gambling. Online casinos have existed in practice for years, but outside the direct control of the Slovenian regulator.
The launch of Casino.si indicates a gradual recognition of the fact that a complete restriction of online gambling is not realistic, and a shift towards a controlled and regulated model, where the state maintains control and users get a legally safer environment.
Why did the event go almost unnoticed?
Although this is the first platform of its kind in Slovenia, the launch did not have the classic elements that usually attract media attention. It is not an affair or conflict, but rather a systemic and institutional change that happened quietly and without aggressive promotion.
In addition, gambling in the Slovenian media space is still often treated primarily as a social problem, and less as a regulated economic activity or part of a broader digital transformation.
More than just a new platform
The launch of Casino.si is less important as an individual business project and more as a signal of a change of direction. It shows that the Slovenian gambling market can no longer ignore the digital reality, but must regulate, control and – to a certain extent – also manage it.
The question is therefore no longer whether Slovenians will play online casino games. The question is whether they will play them in a domestic, controlled environment or with foreign providers without direct supervision.
